### Configuration Hierarchy
1. Command-line arguments (highest priority)
2. `ty.toml` in current directory
3. `pyproject.toml` `[tool.ty]` section
4. User config: `~/.config/ty/ty.toml` (Linux) or `%APPDATA%\ty\ty.toml` (Windows)
5. ty defaults (lowest priority)
